Zakah is a financial act of worship which has both individual and collective aspects associated with it. However Allah has preferred collectiveness over individuality. Therefore, if the zakah can be utilised through social welfare projects rather than individual contributions, it would be much better at eradicating poverty from society. We see that those families that were dependent upon zakah ten or twenty years ago are still in need of Zakah today. Therefore, there is little benefit in paying the zakah at an individual level as it does not fulfil the social requirements of the Din.
